Proper Centerboard function for 1966 Daysailer

My centerboard has been riding up on its own under speed. I hoisted the boat and cleaned out weeds in and around the centerboard slot. Could this have been the cause of the "self-rising" centerboard? Is it possible that the seaweed, etc. could have been preventing the board from locking into position?
Also, I'm finding that it is difficult to find the right position for the centerboard pass-thru locking pin to catch or meet any resistance. To be honest, I'm not clear whether the pin is supposed to hold the board down when deployed or hold it up when retracted.
