Mounting for swivel cleat

Not sure where I saw it, but I remember a wooden frame attached to the centerboard trunk to mount the main sheet swivel cleat. Is the wooden frame screwed to the trunk or through bolted? I would like to do the same thing on the 1966 Daysailer I just restored.

When I set mine up I used screws. No signs of problems four seasons in. Image

The primary load is on shear, so, yes I'm not surprised. While you should be able to throughbolt as well, in that location, you have the benefit of not having hex heads and nuts stick out that way. One good-looking piece.
