Installing blocks and cleats under the combing

I've seen blocks and cleats used for travelers and spinnaker sheets installed on some of the O'Days and I was trying to do that but I've run into a problem. I was hoping someone out there has solved it.
I want to use the bottom of the so-called carlin or the structural member that the combing attaches to as a place to mount cleats and turning blocks.
Problem is I don't see how to get a drill in there for pilot holes nor even a screwdriver except for a very, very short one.

I was able to use a right angle drill. It was tight but with a little initial side "English" I was able to get it in there. Put the bit all the way to the bottom of the chuck and don't use an extension for the driver bit. Just put the driver bit in the chuck also. Good luck...
