Barber Haulers???

I've just now seen pictures of a "barber hauler". But I've seen two descriptions of how they're used. I see that they connect to the jib sheets (the jib sheets slip through them. I guess they alow the jib tack to be moved closer to the main? Does that mean that I'm supposed to rig th jib sheets INSIDE the mast shrouds?
I'm still learning and got my boat with no instructions. Up to this point, I've run my jib sheets OUTSIDE the shrouds. Maybe that's why I don't have great speed with low winds?

Please, someone set me straight.

Most definately run the jib sheets inside the shrouds at all times, even if you don't rig Barberhaulers.
