Water in my lower rudder

So I have a new to me boat, and I have been fortunate to get it on the water five times for about 10 hours this past month. Bilge seems tight, loving the boat!

I have water sloshing around in the lower rudder. I just stored it in the house so it won't freeze.

Should I add a small weep hole to let water out? It comes out of the pivot bolt hole if I hold the unit upside down, I assume that's also the source.

The only problem with a weep hole may be siting it. Your aim would be to place it at the lowest point where water collects. But that can be hard to identify from the outside.
