"Board boat" or "Keel boat" racing for D

Stupid question from a rookie skipper...
Canyon Lake Texas has 2 yacht clubs, both of which have races on the lake. The keel boats race with PHRF rating and the board boats race with a Portsmouth rating. The DS is not listed by either club as there has been little to no DS participation in the races. Would (or should) the DS be regarded as a "keel boat" or a "board boat" in these races? There are a number of Flying Scots which participate in the board boat races, so I would assume the DS would race in the board boat races with a Portsmouth rating. Am I correct?

Am I reading the tables right, in that teh lower the HC, the faster the boat is normally? So, all other things being equal, the A Scow is the fastest boat (61.3), the West Wight Potter 15 is the slowest (138.1), and theDaysailer is pretty much dead center (98.5, with a median of 98.45)?

I am not a racer but your description is also how I understand the tables. The DS is a good median boat. Brad
