Outhaul Cleat

My boom has a V-type cleat for the outhaul and I'm not sure how to use it. The line doesn't catch if run along the outside of the cleat but if I string it through from the inside (space between the boom and cleat) it will catch. Is that the intended way to use such a cleat? I'm using the recommended line.

That is the way those cleats were intended to be used. However, if the line is too thick, they don't work very well
