What rudder-tiller is this?

New DS1 owner, trying to figure out what I have. Can someone offer a brand/model for this assembly, and possibly value?

The part that you have pictured is custom. The originals were fiberglass and quite a bit heavier. Likely, whoever owned the boat when that one was custom-made was racing and looking for higher performance. It looks well-made so I think you are fortunate to have it.

Yes, the boat has a nice setup. Internal halyards, all lines run to a forward position for single-handing including spinaker and traveler lines, tiller tamer, extra layer of honeycomb vacuum bagged onto the sole to eliminate the floorboards.. Hull-stepped straight mast on an adjusting nut at the foot. Expanding foam in the flotation chambers I need to check, and I need to repair transom rot and a little glasswork and the centerboard pivot hole slop.

Any thoughts on the value of that custom tiller after I refinish the handle?

Value on something like that is always tricky. It depends on your market. It would be somewhat expensive to make. But to sell it you need someone who's looking for one or you sell it at a inexpensive price. If you have a racing fleet near you, that might be a good market.
