Does anyone know when the Daysailer I molds became the propery of the Daysailer Association?

According to my DSA Handbook, O'Day stopped DS I production in 1977 (O'Day seems to claim 1978) and the DSA "bought" the DS I molds in 1978 for $1.

What is in a DSA handbook (contents) and where can one get ahold of one?

Basically the DSA Handbook contains: About the Day Sailer Association, About the Day Sailer, Evolution of the Day Sailer, Sailing and Racing the Day Sailer, Class Rules, etc. I think much of it is posted on the DSA Web-Site http://forum.daysailer.org, but to get a "hard copy" you will need to join the Association. I joined the Association despite the fact that I don't race and really have no interest in real competition, although...I'd like to try to arrange a few "fun races" amongst the local Day Sailers in my homeport of Wareham, MA.
Membership in the DSA is $25 per year, you can either join a local fleet (yacht club) or (like me) join as an Independant. If you live within 25 miles of a fleet, they do encourage you to join a fleet, but it is not mandatory.
